SABIC & Fluor Team in Saudi Arabia Sets New Safety Record, Completes 36 Million Safe Work Hours

March 24, 2004

ALISO VIEJO, Calif.--(BUSINESS WIRE)--11,000 workers ... speaking 17 languages ... on a construction site in desert conditions. Not prime working conditions, yet these are some of the challenges a Fluor Corporation (NYSE: FLR) team has overcome in compiling a new Fluor safety record of 36 million safe work hours at an integrated petrochemical complex in Saudi Arabia.

The record, one of the best in the engineering and construction industry, was achieved on the UNITED (Jubail United Petrochemical Company) project, located in Jubail, an industrial city on the east coast of Saudi Arabia. The project, which is in the precommissioning phase, consists of three process units and the associated utilities, offsite facilities and infrastructure. Designed as part of a larger master plan, this project represents the first phase of a world-scale petrochemical complex for UNITED.

Fluor serves as overall project manager and as engineering, procurement and construction management contractor for utilities and offsite facilities. The project team is comprised of Fluor, the client, contractors and subcontractors.

Commencing the project in 2001, the more than 11,000-person crew ended 2003 safely and without serious accident or lost-time incident.

"Achieving 36 million safe hours at a construction site during its peak manpower would have been extremely difficult without the entire project team's hard work, dedication, commitment to safety and the continued support from our board of directors," said Abdullah M. Al-Garawi, UNITED's president.

"Given the numerous challenges, it is the project team's focus on safety, training and discipline that has protected the health of every individual on the site," said A.B. Robinson, Fluor's vice president of Health, Safety and Environmental. "This team exemplifies Fluor's passion for the well-being of the people and communities in which we work and live."

UNITED (Jubail United Petrochemical Company), a wholly owned subsidiary of Saudi Basic Industries Corporation (SABIC), plans to produce ethylene, ethylene glycol and linear alpha olefins.
