Fluor Names New Leaders in Environmental and Nuclear Operations

June 14, 2004

Fluor Corporation (NYSE: FLR) today announced two management appointments in its Environmental and Nuclear Operations within the Fluor Government Group.

Gary Coxon and Beth Bilson have been named vice president of operations and senior project director, respectively. The group is currently providing environmental remediation services to the nation's largest and most complex former defense-related nuclear weapons production sites at Hanford, Wash., and Fernald, Ohio.

Coxon, who joined Fluor in April, will have responsibility for all of Fluor's Environmental and Nuclear Operations and assumes the position previously held by now-retired Ron Hanson. He brings more than 30 years of experience, including more than 25 years with Bechtel and three years with Lockheed Martin, to his new role. While at Bechtel, Coxon was responsible for the company's worldwide environmental business, molding a group of stand-alone projects into one of the nation's leading environmental remediation businesses at that time. He has broad experience in strategy, business development, general management, project management, engineering, and government relations.

Coxon holds a bachelor's of science degree from the University of Arizona. He attended the Executive Program at the Amos Tuck School of Business at Dartmouth College. He is a registered Professional Engineer and a Fellow in the American Society of Civil Engineers.

Beth Bilson joins Fluor as senior project director. She will assist in the operations management and strategic positioning expanding Fluor's environmental and nuclear business activities.

For more than a decade, Bilson has served in senior leadership positions with the Department of Energy where she was responsible for a major portion of the environmental cleanup at the DOE's Hanford site. Prior to joining DOE, Bilson provided 14 years of distinguished service in the private sector in process engineering and line management of chemical manufacturing with FMC Corporation.

Bilson holds a master's of administrative science degree from Johns Hopkins University and a bachelor's of science degree in chemical engineering from Virginia Polytechnic Institute and State University.

Both Coxon and Bilson will be based in Arlington, Va.
