Fluor to Build Texas Power Plant

October 2, 2003

Fluor Corporation (NYSE: FLR) today announced that its Power business unit has been awarded a lump-sum turnkey contract by Brazos Electric Power Cooperative, Inc., to provide engineering, procurement, construction and commissioning services for the 620-megawatt (MW) Jack County Generation Facility. The power plant, located near Jacksboro, Texas, will provide low-cost, reliable electricity beginning in the spring of 2006.

Brazos Electric Cooperative, Inc., obtains financing and approvals for generation and transmission projects through the Rural Utility Service. Fluor's contract value was not disclosed.

"We are excited about this opportunity to provide low-cost, clean energy from this power plant to our member cooperative customers. This project enhances our ability to reliably serve our members in an area that is forecasted to experience significant growth in electricity demand," said Brazos Electric's Executive Vice President and General Manager Clifton Karnei.

"The Jack County project allows Fluor the opportunity to continue to serve an important market for our customers," said Dave Dunning, acting president of Fluor's Power unit. "We are pleased to work with Brazos Electric and appreciate the confidence shown in the Fluor team to make this project a reality."

Detailed engineering for the natural gas-fired, combined-cycle power plant is under way in Fluor's Houston engineering complex, with full-site mobilization expected in April 2004. During peak construction, the project is expected to employ up to 400 people.

Brazos Electric is one of 62 generation and transmission cooperatives (G&T) in the United States that generates and transmits electricity, which it sells at wholesale rates, to its member-owners, municipal systems and a major state university.
