Fluor Selected by ConocoPhillips for Installation Of New Clean-Fuels Technology

October 15, 2003

Fluor Corporation (NYSE: FLR) today announced that it has been selected to perform design services for ConocoPhillips' low-sulfur S Zorb Sulfur Removal Technology (SRT) Gasoline project at its Lake Charles Refinery in Westlake, La. The value of the contract was not disclosed and was booked in the company's second quarter.

Fluor has been contracted to complete a process design package, front-end design, detail design and procurement. When completed in September 2005, the unit will have a capacity of 38,500 barrels-per-day.

The project marks the industry's first use of ConocoPhillips' Next Generation S Zorb SRT design, a technology process developed to meet low-sulfur gasoline requirements. The technology will make it possible for the refinery to produce gasoline with sulfur levels of 10 parts-per-million, down from the previous level of 100 parts-per-million.

"The S Zorb unit will enable our Lake Charles refinery to comply with EPA's Tier II gasoline sulfur regulations in advance of the 2006 deadline, as well as reach future, lower sulfur standards," said Brian Evans, manager, Fuels Technology for ConocoPhillips.

"We are certain that the combination of Fluor's clean fuels expertise and ConocoPhillips' S Zorb technology will result in an extremely successful project that will be highly regarded within the industry," said Manuel Junco, a president within Fluor's Oil & Gas group.

According to ConocoPhillips, the new engineering design is expected to reduce capital and operating costs about 20 percent over previous S Zorb process designs.
